Deputy Chief Jean Otus of ACCA Headquarters Inspection Department is in charge of conducting ad hoc audits of the thirteen district branches. As he is about to head to Famasu District, however, ACCA's Five Chief Officers announce that the Inspection Department is to be shut down due to its perceived obsolescence in peaceful times...
